The Regular meeting of the Planning Board of the Town of Van Buren, held at the Town building, 7575 Van Buren Road, Baldwinsville, New York, was called to order at 7:00p.m.
Those present joined in the Pledge Allegiance to the Flag.

MINUTES:
Ms. Goodman and Mr. Geiss corrected two typos found on pages 4 and 6.
Motion Mr. Geiss asked the Board to entertain a motion to accept the February Meeting minutes as amended. Ms. Goodman moved to accept the motion, seconded by Mr. Thomas. There was no further discussion. Motion carried, unanimously on a roll call vote that follows:

Mr. Crandon recused himself from the following application.
CRANDON
2435 Brickyard Rd Tax map Parcel ID # 054-01-07.1
Mr. Charles Farrell and Mr. Harold Crandon were present to address the Board.
Mr. Farrell gave photographs of the property to the Board.
Mr. Farrell said the house lot is currently in the R-40 district and the bulk of the farm is in AR-80 and they would like to subdivide the house from the farm.
Mr. Farrell said the pictures gives the Board an idea of what they would like to do because it shows the current driveway which is a U shape and they would like to keep a right of way off of the driveway because the access to the farm goes off of the driveway and over. The reason that doesn’t line up is because they are just giving the land that is being occupied by the resident’s backyard and leaving in farming all the land that is currently being farmed, so they have put in the 30ft right of way off of the current driveway for access to the back lands.
The Board and the applicant discussed the existing driveways.
Mr. Farrell said if the property ever got developed he would think that the County would want the common driveway there.
Motion #10-06 Mr. Geiss asked the Board to entertain a motion to declare the Town of Van Buren Planning Board as lead agency, a single agency uncoordinated review for the unlisted action under SEQR for the Crandon subdivision at 2435 Brickyard Rd Tax map Parcel ID # 054-01-07.1. This is a subdivision of 1.47 acres leaving the remaining land of the farm at 47 acres. This subdivision is for the purpose of subdividing out the existing two story house and the barn from the rest of the farm. Mr. Thomas moved to accept the motion, seconded by Ms. Goodman. There was no further discussion. Motion carried, unanimously.
Motion #10-07 Mr. Geiss asked the Board to entertain a motion to refer the Crandon subdivision to Onondaga County Planning for their review. Mr. Thomas moved to accept the motion, seconded by Ms. Goodman. There was no further discussion. Motion carried, unanimously.
Mr. Crandon rejoined the Board.
SCHMIDT
Pottery and Herman Rd. Tax Map Parcel ID# 055-08-14.3
Mr. Arnold Schmidt was present to address the Board.
Mr. Schmidt said he was in front of the Board 6 months ago with a slightly different plan but since then he has listed the property with real estate and he has received a lot of interest for smaller parcels. He would like to subdivide the 12 acre parcel into 4 smaller parcels with a common driveway for all four lots with a turn around at the end. The larger parcel, lot 1, which is 32 acres with the farm house on it, has also received interest from a Co-op that wants to do farming, with the house remaining residential and the lot will not be subdivided.
Mr. Geiss said the County made comments in 2009 about access off of Pottery being their main concern at that time and his comment and interest here is right now if any subdivision of lot 1 occurs, this plan does not address how the applicant is going to get access.
Mr. Schmidt said lot 1 is staying as is and it already has a driveway for the house and the 32 acres is staying as is.
Mr. Geiss asked the applicant if there are plans to subdivide it.
Mr. Schmidt said the last time he was in front of the Board he did want to subdivide that but this time he does not.
The Board and the applicant discussed the last plan the applicant had in front of the Board in 2009.
The Board discussed the applicant extending the 60ft right of way over to Lot 1.
The applicant agreed to extend the right of way.
The Board and the applicant discussed the topography of Lot 1.
Mr. Geiss asked the applicant to submit an updated map to the Town Engineer for review and to move the applicantion forward.
Motion #10-08 Mr. Geiss asked the Board to entertain a motion to declare the Town of Van Buren Planning Board as lead agency, a single agency, uncoordinated review for the unlisted action under SEQR for the Schmidt subdivision at Pottery and Herman Rd. Tax Map Parcel ID# 055-08-14.3. This is for the subdivision of lots 3, 4, 5, and 6 out of the larger property at the corner with the remaining 32.418 acres which will have a 60’ right of way off of Pottery Rd and also a 60’ right of way extending to lot 1 through lots 5 and 6. Ms. Goodman moved to accept the motion, seconded by Mr. Crandon. There was no further discussion. Motion carried, unanimously.
Motion #10-09 Mr. Geiss asked the Board to entertain a motion to refer the Schmidt subdivision to County Planning for review. The applicant will revise the plan to show the additional right of way between lots 5 and 6 and bring the plans to the Town Engineer for review prior to submittal to County. Mr. Thomas moved to accept the motion, seconded by Mr. Knapp. There was no further discussion. Motion carried, unanimously.
OTHER BUSINESS
Mr. Geiss said the Board is scheduled to meet with the Village of Baldwinsville Planning Board on March 10, 2010 at 7pm at the Van Buren Town Hall.
Mr. Geiss discussed the MS4 training event that he and the Town Engineer attended with the Board.
Mr. Ruddock discussed the status of the YMCA with the Board.
Mr. Geiss said he received the I81 study report and will be leaving it with the Codes Office if anyone would like to review it.
