Set public hearing on amending Chapter 58 of Town Code to create a resident hiring preference:
Mr. Sykes said they checked with other towns and four have strict resident only hiring policies. He said the town wants to be able to hire the best and brightest for Van Buren and this will also meet the requirements of Civil Service.

Consider approval for fence waiver for John and Angel Sherpa, 505 Crandon Terrace:
Mr. Sykes said the Sherpa’s have had problems with cars cutting across their yard on Crandon Terrace and the town has agreed to allow them to put up a split rail fence in the sewer easement in order to help alleviate the problem.

Consider extension of Seneca Sewer District Extension No. 2:
088-08-045 MOTION BY Ms. Dickman, seconded by Ms. Sabin, to approve the following resolution to extend the district:
WHEREAS, a petition in due form, accompanied by a map, plan and report prepared by Keplinger Freeman Associates and RZ Engineering, PLLC, licensed professional engineers of the State of New York, in such manner and in such detail as required by law, seeking the establishment of a proposed sewer district, to be known and designated as the Seneca Sewer District, Extension No. 2, of the Town of Van Buren, has been duly filed in the office of the Town Clerk of the Town of Van Buren, New York, in accordance with the requirements of Article 12 of the Town Law, and
WHEREAS, the boundaries of the proposed district are set forth in Schedule A, attached hereto and made a part hereof, and
WHEREAS, an order was duly adopted by this Town Board on February 19, 2008, reciting the filing of said petition map, plan and report, the improvements proposed, the boundaries of the proposed district, the proposed method of financing, the fact the map, plan and report describing the same were on file in the Town Clerk’s Office for public inspection, and stating all other matters required by law to be stated, and specifying March 4, 2008 as the date, at 7:35 p.m. on said day as the time, at the Town Hall, 7575 Van Buren Road, Baldwinsville, New York as the place where this Town Board would meet and consider said petition, map, plan and report, and to hear all persons interested in the subject thereof, concerning the same, and to take such action thereon as is required or authorized by law;
and
WHEREAS, such order was duly published and posted as required by law; and
WHEREAS, a hearing on said matter was duly held by said Town Board on March 4, 2008 at 7:35 p.m. on said day, in the Town Hall, 7575 Van Buren Road, Baldwinsville, New York, at which all interested persons desiring to be heard were heard, including those in favor of, and those opposed to, the establishment of said Seneca Sewer District, Extension No. 2; now, therefore, upon the evidence adduced at such public hearing, it is hereby
RESOLVED AND DETERMINED:
a. That this Town Board, as the sole involved agency, hereby finds that the establishment of this district is an unlisted action which will have no significant adverse impacts upon the environment;
b. That the petition is signed and acknowledged as required by law and is otherwise sufficient;
c. That the notice of hearing was published and posted as required by law, and is otherwise sufficient;
d. That all property and property owners within the proposed district are benefited thereby;
e. That all property and property owners benefited are included within the limits of the proposed district;
f. That it is in the public interest to establish said district; and it is hereby further
RESOLVED AND DETERMINED:
That the establishment of the proposed sewer district as set forth in said petition, map, plan and report, be approved, and that there be and hereby is formed and constituted the Seneca Sewer District, Extension No. 2, of the Town of Van Buren, which shall be bounded and described as set forth on Schedule A attached hereto and made a part hereof; and it is hereby further
RESOLVED AND DETERMINED, that the costs of formation of this district are to be paid for entirely ~by the petitioners, wholly at their expense, and without cost to the Town of Van Buren, there being no initial capital construction associated with the formation of this district, and it is hereby further,
RESOLVED AND DETERMINED, that the costs of operation and maintenance of said sewer district shall be borne by the properties benefited thereby, said costs to be assessed on an ad valorem basis, and that the properties in the Seneca Sewer District, Extension No. 2 shall pay a proportionate share of the outstanding original capital construction cost for the Seneca Sewer District installation, and it is hereby further
RESOLVED AND DETERMINED, that the Town Clerk be, and hereby is, authorized and directed to file a certified copy of this Resolution in the Office of the Clerk of the County of Onondaga, which is the County in which the said Town of Van Buren is located, and in the Office of the State Comptroller, pursuant to the provisions of section 195 of the Town Law.

Committee Reports:
Ms. Sabin said she has contacted two department stores about locating in Van Buren. She said she is also helping to create a pamphlet to market Van Buren.
Mr. Tupper said the Planning and Zoning committee met and discussed code updates. The next meeting is March 27th and they expect recommendations from the group.
Ms. Dickman said the Insurance committee met with the town’s brokers for workers comp and property and liability insurance. She said she will be meeting with a health insurance broker this week.
Mr. Dudzinski said he gave the Board copies of the five year plan for the park and he would like to vote on it at the next meeting.
Mr. Shepard said the Highway Department employees are having a ratification vote this week and if they approve the contract it will be on the next meeting agenda.
Highway Superintendent Comments: None
Supervisor Comments:
Mr. Sykes said the Planning Board gave a positive recommendation for a change in language in the Town Code that will allow construction of an asphalt plant. He said more specifically, they made a recommendation to: amend Chapter 200 of the Town Zoning Code, specifically Chapter 200-20 (C) that there be a comma added between rubber and asphalt and that also the definition for heavy industrial be amended to include a hot mix asphalt facility to be allowed and only be allowed into a Planned Industrial District as identified as INP.
090-08-039 MOTION BY Ms. Dickman, seconded by Mr. Dudzinski, to schedule a public hearing on March 18, 2008 at 7:40 pm to consider changing the language of the Town Code to allow for construction of an asphalt plant.

Mr. Sykes said the Planning Board forwarded a negative recommendation for Lamar Advertising for location of a billboard on O’Brien Road. He said the property is not in the overlay district, which was done for industrial areas. He said he will recuse himself from the vote because he owns a hunting camp with the property owner, but would like this on the agenda for the next meeting.
Board Comments:
Ms. Dickman said she is pleased to see how well the worksessions are going. She said they have been very helpful and productive. She said she has also been impressed with the different Board members attending other Board’s meetings. She said that too is helpful because everyone is getting the same information.
Ms. Sabin said the Planning and Zoning committee meetings have been well attended and she is glad they are hearing from citizens.
Ms. Sabin asked that department heads date their monthly progress reports.
Ms. Sabin asked that everyone in the town make an effort to use two sided copies whenever possible to save paper.
Mr. Sykes said the Buildings and Grounds and Highway Departments are filling out tasks and their time on the back on timesheets. He said this will help when the town is rated on exposure for workers comp premiums.

Engineer Comments:
Mr. Billings reminded everyone that there is a Downer Street Corridor Study meeting tomorrow at the Town Hall at 10:00 am.
Attorney Comments:
Mr. Brown explained that all Town Board worksessions are open to the public.
Mr. Sykes said he wanted to let everyone know that the town’s website www.townofvanburen.com allows you to subscribe to public notices on the homepage. He said you can choose what you want e-mailed to you, if it is notices, meeting minutes, etc. He said he wanted to make sure people knew about this because he has received mail that the town is not forthcoming with the public. He said the town has met the letter of the law, but has also gone beyond with the information on the website and he encouraged all town
residents to go to the site because there is a lot of information there.
Mr. Sykes said the New York Commission on Property Tax Relief will be meeting April 10th and they are looking for ideas on ways to cut taxes.
Mr. Sykes said he met with Senator DeFrancisco last week and once the budget is adopted he felt there was a good chance Van Buren may be able to get money for project assistance.
Ms. Sabin said there is a large pothole on the corner of Rt. 48 and Farrell Road. She said she knows that this is a state road, but asked if someone from the town’s highway department can contact the State to get the repairs done.
Mr. Tupper complimented Mr. Pringle, Code Enforcement Officer, on the work he has done on the Planning and Zoning Committee.
Mr. Tupper said there is a PESH meeting on March 13th at 10:00 am at the Town Hall for employee safety.
